Instructions
In a small saucepan over medium heat, combine the whole milk, cocoa powder, and sugar. Whisk continuously until the mixture is smooth and begins to steam, but do not bring it to a boil.
Sprinkle in the ground cinnamon and nutmeg, whisking well to incorporate.
Remove the saucepan from the heat and stir in the vanilla extract.
Pour the hot cocoa into two mugs.
Top generously with whipped cream and garnish with chocolate shavings or a dusting of cocoa powder.
Add a cinnamon stick to each mug for stirring and a touch of extra flavor.
